APSN Shared Services

Mr Stanley Tang, CEO

Mr Stanley Tang currently serves as the Chief Executive Officer (CEO) of APSN.

Prior to joining APSN, Stanley served as Chief Operating Officer at a community hospital, where he led the hospital in delivering quality and affordable clinical care to its patients. He had also helmed leadership roles such as Director, Operations in his more than 30 years at the Singapore Prison Service and was also the CEO of Singapore Corporation of Rehabilitative Enterprises, now known as Yellow Ribbon Singapore.

Stanley graduated with a bachelor’s degree in Business Administration from the National University of Singapore. He is also a recipient of the Public Administration Medal (Silver) in 2013.

Ms Christine Ang, Director, Human Resources

Ms Christine Ang currently serves as Director, Human Resources at APSN. She is responsible for the full spectrum of human capital management functions, including organisational development, talent management and succession planning.

Christine brings with her 20 years of HR experience, having held various senior positions in local and international companies. She has worked alongside senior leadership teams in various sectors such as education publishing, engineering and manufacturing, and contributed to the success of their human capital strategies.

Christine holds a Master of Education (Educational Assessment) from the National Institute of Education, Nanyang Technological University. She has also been awarded the IHRP Senior Professional certification by the Institute for Human Resource Professionals, and is a certified curriculum developer for SSG-funded courses.

Mr Alex Shiu, Director, Finance

Mr Alex Shiu currently serves as Director, Finance at APSN. Prior to joining the APSN family, he has been appointed as the Accounting and Finance Manager in various industries, such as shipping, manufacturing and construction, with regional exposure in Hong Kong, Thailand, Vietnam, Indonesia, South Korea, Malaysia and Bangladesh. Alex has also been seconded to Vietnam for a year.

Alex holds a bachelor’s degree in Business Studies from Hong Kong Polytechnic University. He also obtained the membership of the Association of Chartered Certified Accountants in 2001.

Mr Edwin Chan, Deputy Director, Business Operations

Mr Edwin Chan currently serves as Deputy Director, Business Operations at APSN. He is responsible for the overall operational management of APSN, including resource management, enterprise and operational risk planning, project management of facilities and regulatory compliance. He also oversees the management of APSN Student Care Centre.

Edwin brings with him 22 years of experience in operations, facility management including workplace safety & health, fire safety, various ISO management system (ISO 9001, ISO 14001, ISO 45001, ISO 28000, ISO 22301 and ISO 31000) and is also experienced in 2nd party audits in various industries such as metalworking, semiconductor and aviation sector.

Edwin holds a Bachelor of Engineering (Environmental) from Deakin University and a Graduate Diploma in Human Capital Management from Singapore Human Resource Institute. Edwin is also registered as a Workplace Safety and Health Officer with Singapore’s Ministry of Manpower (MOM), as well as a Fire Safety Manager with Singapore Civil Defence Force since 2005.

Mr Cheang Sai Ming, Deputy Director, Communications and Partnership

Sai Ming is responsible for strategic partnership development, fundraising, branding, volunteer management, communications and data protection, across all APSN schools, Student Care Centre, Centre for Adults and the Shared Services.

He has over 20 years of experience in strategic marketing, communications, public relations and corporate social responsibility in the leisure, hospitality, education & training and government sectors. Prior to joining APSN, Sai Ming was Director of Marketing & Communications at one of the largest golf and country clubs in the region.

He currently serves as the Vice President of the Club Managers’ Association of Singapore and was a panel judge at the Marketing Interactive Singapore Award 2024. In recognition of his contribution to National Service, Sai Ming received the SAF Long Service and Good Conduct (20 Years) Medal in 2019 and the Formation NSmen of the Year Award 2020.

Sai Ming holds a Bachelor of Business (Honors) with Major in Marketing from Nanyang Technological University of Singapore (NTU), and a Professional Certificate in Digital Marketing from the Singapore Management University (SMU).

Mr Alan Koh, Deputy Director, Internal Audit

Mr Alan Koh currently serves as Deputy Director, Internal Audit. He was APSN’s Head, Internal Audit for 4 years from Feb 2017 to Jan 2021. Prior to joining the APSN family, he has been a senior audit professional with exposure to various industries, such as public sector, property leasing and management, hospitality, investment, resources, construction and FMCG. His professional experience includes internal audit, risk management, internal control and compliance.

Alan is an associate member of the Chartered Secretaries Institute of Singapore and a member of the Institute of Internal Auditors Singapore.

Mr Lau Yock Kai, Deputy Director, Infocomm

Mr Lau Yock Kai currently serves APSN as Deputy Director, Infocomm under the office of CEO.

Prior to his current role, Yock Kai was in the healthcare sector for 20 years responsible for IT network infrastructure, applications management as well as IT operations and support matters. His past experience includes the setting up of a community hospital and nursing homes.

Yock Kai holds a bachelor’s degree in Computer Studies from Monash University.

APSN Schools

Mr Edwin Chan, Principal, APSN Delta Senior School

Mr Edwin Chan is currently the Principal of APSN Delta Senior School. He brings over 25 years of experience with MOE and previously served as the Principal of Youth Residential Service (Singapore Boys’ Home & Singapore Girls’ Home) at the Ministry of Social and Family Development.  Prior to this, he was also the Principal of Teck Whye Secondary School, as well as the Vice-Principal of Crescent Girls’ School and Juying Secondary School.  Edwin holds a Master’s degree in Applied Psychology from Nanyang Technological University and a Bachelor of Business Administration (Honours) degree from National University of Singapore. He started his Civil Service career in Public Service Division (Prime Minister’s Office) overseeing HR policies.

Edwin is also a dedicated advocate for disadvantaged students and at-risk youth in mainstream schools and Youth Homes. His Master’s dissertation, titled ‘Effects of Home and School Environments on At-Risk Behaviours,’ emphasises the critical role of positive home and school experiences in building resilience and protecting students from at-risk behaviours. Additionally, his research highlights that a positive school environment combined with a negative home environment has a greater impact on at-risk behaviours than a positive home environment paired with a negative school environment. This underscores the essential role of schools and serves as a reminder to school management and teachers of the profound influence they have on students’ lives.

Edwin was awarded The Commendation Medal in 2010 and The Long Service Medal in 2021, and the Exemplary Leader Award in 2024 from the Rehabilitation and Protection Group, Ministry of Social and Family Development.

Mrs Angela Lee, Principal, APSN Chaoyang School

Mrs Angela Lee is currently the Principal of APSN Chaoyang School. Prior to joining the APSN family, she was the Principal of the Rainbow Centre Yishun Park School for 6 years and the Vice-Principal for Kranji Primary School for 5 years.

Angela holds a bachelor’s degree in English Language and Literature from the Singapore Institute of Management. She has also completed her Diploma in Department Management and Special Education Leadership Programme with the National Institute of Education, as well as the Social Leadership Programme with the National Volunteer and Philanthropy Centre in 2013.

Angela is a member of the Singapore Academy of Principals, National COMPASS Council and serves in the Child Abuse Reporting Guide steering committee. She is also the recipient of several National Day Awards; The Commendation Medal, The Long Service Medal, The Commendation Medal (Covid-19), The Resilience Medal (Covid-19) and the Public Administration Medal (Bronze).

Mdm Ng Puey Koon, Principal, APSN Katong School

Mdm Ng Puey Koon is currently the Principal of APSN Katong School. Prior to joining the APSN family, she was Deputy Director, Professional Development in the Early Childhood Development Agency (ECDA). She began her career as a teacher in Jurong Junior College and subsequently held school leadership positions in New Town Secondary, Concord Primary and Teck Whye Primary.

Puey Koon holds a Bachelor of Science (Hons) from the National University of Singapore. Her professional qualifications include the Diploma In Education, Further Professional Diploma in Education Programme and Leaders in Education Programme from the National Institute of Education, and Graduate Diploma in Early Childhood Education Studies from the University of Helsinki, Finland.

Puey Koon is a member of the Singapore Academy of Principals. In ECDA, she served in the Talent Advisory Panel of People’s Association from Mar 2017. She received the Sng Yew Chong Medal in 1984 for being the top graduate of the Institute of Education in the teaching of Science subjects. She also received the National Day Commendation Medal (2004), The Long Service Medal (2010), The Public Administration Medal (Bronze), The Commendation Medal (COVID-19) and The Resilience Medal (COVID-19).

Mr Phua Huat Chuan, Principal, APSN Tanglin School

Mr Phua Huat Chuan is currently the Principal of APSN Tanglin School and has been in the education sector for over 18 years. Prior to his current appointment, he served as the Principal of various schools, namely, Broadrick Secondary School, Regent Secondary School and Bukit Batok Secondary School. Huat Chuan also had a distinguished career spanning over 26 years in the Singapore Armed Forces, having served as a Colonel and leading staff and servicemen in training, operations and educational matters.

Huat Chuan’s qualifications include a Master of Business Administration from the University of Leicester, a Master of Science from the University of Madras, a Bachelor of Science from Jawaharlal Nehru University, a Graduate Diploma in Organisational Learning from the Institute of Public Administration and Management, and a Graduate Diploma in Financial Management from the Singapore Institute of Management. 

Huat Chuan was awarded The Public Administration Medal (Bronze) (Military) in 2005, The Public Administration Medal (Bronze) in 2019 and Covid Commendation Medal in 2023. 

Mr Patrick Aw, Vice Principal, APSN Chaoyang School

Mr Patrick Aw is currently the Vice Principal of APSN Chaoyang School. Prior to joining the APSN family, he was the Senior Manager with the People’s Association for 4 years and a Senior Teacher with the Movement for the Intellectually Disabled of Singapore for 5 years.

Patrick holds a Master of Arts in Special Educational Needs from the University of Leeds, as well as a Bachelor of Arts in Communications and English Language from SIM University (now known as the Singapore University of Social Sciences), and a Bachelor of Arts in Architectural Studies from the National University of Singapore (NUS).

Patrick received the MOE Masters Scholarship in Special Education in 2011, and is also the recipient of the MOE-NCSS Outstanding SPED Teacher Award in 2010.

Ms Huzaima Binte Hamid, Vice Principal, APSN Chaoyang School

Ms Huzaima Binte Hamid currently serves as the Vice Principal of APSN Chaoyang School. Huzaima started her career in APSN as a teacher aide, progressing to becoming a teacher, before ascending to the role of a Head of Department.

This multifaceted journey has uniquely positioned her to have a nuanced understanding of the school’s ecosystem and a deep appreciation for the diverse talents and contributions of its members. Her vast experience in heading different departments such as Life Skills, Numeracy, Character and Citizenship Education, and Infocomm Technology, has given her a well-rounded understanding of the educational landscape and the needs of both students and staff.

Her belief in inclusive practices and use of technology in education permeates every aspect of her work, ensuring that every student feels valued and empowered to succeed. Together with her team of six SPED educators from various SPED schools, they were awarded the book prize from the National Institute of Education, for their project on ‘CCE curriculum and inclusive practices’ under the ‘Management and Leadership in Schools Programme’. She also led her team in winning the ‘Best Adoption (Public Sector)’ award which is the nation’s highest accolade for tech innovation in 2021.

Huzaima holds a bachelor’s degree in Education, specialising in Special Education, from Flinders University. She was also the recipient of the Ministry of Education Outstanding Teacher Award in 2014.

Mr Kenneth Lai, Vice Principal, APSN Tanglin School

Mr Kenneth Lai currently serves as the Vice Principal of APSN Tanglin School. Prior to joining the APSN family, he was an Education Officer at the Ministry of Education, teaching Physical Education and History.

Kenneth holds a Master of Education (Special Education), as well as a Bachelor of Arts with Diploma in Education (Physical Education), from Nanyang Technological University.

Kenneth was also awarded the 2018 Masters Scholarship in Special Education.

Mr Sam Lee, Vice Principal, APSN Katong School

Mr Sam Lee currently serves as the Vice Principal of APSN Katong School. Sam started his journey with APSN in 2010 as a Numeracy teacher at APSN Delta Senior School. Over the years, Sam has held various roles in APSN, including a stint as the Head of Department for Aesthetics, Daily Living Skills, and Physical Education.

Beyond curriculum leadership, Sam assists in forging valuable partnerships, especially with South East Community Development Council, to help enrich the learning experiences of students.

Sam holds a master’s degree in Developmental Psychology from NIE-NTU and a Bachelor of Commerce in Human Resource Management and Management from Murdoch University.

Mr Edmund Liew, Vice Principal, APSN Delta Senior School

Mr Edmund Liew is currently the Vice Principal of APSN Delta Senior School. Edmund is actively involved in various key initiatives and special projects at APSN Delta Senior School and has implemented various innovative strategies into the vocational curriculum to enhance students’ learning.

Edmund has also presented at various local and international conferences, including the Council for Exceptional Children Conference in 2023 in the USA, the Conference of Asian Federation on Intellectual Disabilities in 2021 and the SPED Conference in 2018.

Edmund was also a part of the team that was awarded the Certificate of Commendation for Food Composting for a Sustainable Future at MOE-NCSS Innovation Award in 2018 and APSN Delta Senior School Outstanding Contribution Award in 2016. He is also a participant of NCSS 40-under-40, an initiative that aims to empower promising service sector leaders to contribute their voice in shaping the sector’s future.

Edmund holds a Bachelor of Business in International Hospitality Management from Southern Cross University, a Professional Diploma in Leadership and People Management, and a Diploma in Adult and Continuing Education. His other accreditations include an Advanced Certificate in Training and Assessment, an Advanced Certificate in Supported Employment, and a Certificate in Autism.

Mr Alex Ng, Vice Principal, APSN Delta Senior School

Mr Alex Ng is currently the Vice Principal of APSN Delta Senior School. Part of the APSN Family, he has over 10 years of progressive accomplishments in enhancing the efficiency and sustainability of quality management as well as bringing about technological and innovative solutions to facilitate vocational training and assessment, and the infusion of ICT into school curriculum.

A people developer and strategist, Alex always has a keen interest in communication, innovation and the intersection of technology and education. Prior to joining APSN, he has over 20 years of extensive experience both in the public and private sector such as holding Staff Appointment in the Ministry of Defence and as a Senior Engineer in MNCs.

Alex received his Bachelor of Information Technology from the University of Wollongong, Advanced Diploma in Business Management from the University of Bradford, Diploma in Mechanical Engineering from Ngee Ann Polytechnic, and a Professional Diploma in Leadership and Management.

Mr Jason Seng, Vice Principal, APSN Katong School

Mr Jason Seng was seconded from the Ministry of Education to APSN Katong School as Head of Department, Special Projects. He was subsequently appointed as the Vice-Principal by APSN. He has been in the education service for 14 years and has served in the Special Education Branch, MOE, as well as HOD at Holy Innocents’ Primary School prior to his secondment to APSN Katong School.

Jason holds a master’s degree in Mathematics Education from NIE-NTU and a Bachelor of Science (Mathematics) from NUS.

Jason was a recipient of the Public Service Commission Local Merit Scholarship (Teaching) in 2001.

Mrs Anita Suwandi, Vice Principal, APSN Tanglin School

Mrs Anita Suwandi started her career as a teacher in APSN and then moved on to become the Vice Principal of APSN Tanglin School. She is actively involved in various school programmes and initiatives, including curriculum work alignment, ASD Structured Programme, Partnership Programme and other special projects such as SPED (MOE) Public Awareness Booklet in 2018 and APSN Curriculum and Research Workgroup in 2017.

In addition, Anita has also implemented the school-wide initiative for Promoting Alternative Thinking Strategies (PAThS) Programme and led her team as a prototyped school for Social and Emotional Learning using the PAThS curriculum in 2009-2011. Together with Ministry of Education (Special Education Branch) and her Life Skills team, she presented at the International PAThS Conference 2010 in Pennsylvania, USA as well as in a concurrent session during SPED Learning Day 2010 for the school’s PAThS programme.

Anita holds a Bachelor of Arts in English with Psychology from Singapore University of Social Sciences (previously known as SIM University). Her other certification accreditation includes Certificate in Special Education and Management and Leadership in Schools Programme from National Institute of Education. She has also completed the Child Care Personnel Training (Basic) from Institute of Education in 1987.

Anita was awarded the MOE-NCSS Outstanding SPED Teacher Award, as well as MOE-NCSS Outstanding Innovation Award in 2008 for her contribution towards the setting up of an internet café, Surf and Serve, to encourage experiential learning. She was a recipient of the Great Women of Our Time Award for Education and Public Service by the Singapore Women’s Weekly Magazine in 2009.

APSN Centre for Adults

Mr Rick Lim, Deputy Director, Employability and Alumni Services

Mr Rick Lim currently serves as Deputy Director, Employability & Alumni Services at APSN Centre for Adults. Prior to the appointment, he has served as the Head of Infocomm & Projects, as well as the Deputy Centre Director of APSN Centre for Adults. Rick has over 20 years of experience in IT and Business in various major financial institutions (JP Morgan, Standard Chartered) and local Small Medium Enterprises.

Rick holds a bachelor’s degree in Computer Science, Business Modelling at National University of Singapore. Since 1997, he has also been a member of both the Singapore Computer Society and Information Systems Audit and Control Association.

Mr Philip Li, Principal Centre Lead, Vocational Training

Mr Philip Li currently serves as Principal Centre Lead, Vocational Training at APSN Centre for Adults. Philip started out as a programme coordinator and has 19 years of experience in the social service sector. In 2008, during his time as an instructor and coordinator, he was also one of the first six Singaporean Community in Bloom ambassadors appointed by NParks. Prior to joining APSN, Philip has also served in the Management Committee of Student Volunteer Corps.
