APSN Ltd Board (2024-2025)
Mr Royce Seah, Chairman
Mr Royce Seah currently serves as the Chairman of the Board for APSN Ltd. He began volunteering with APSN in 2009.
Mr Seah has over 20 years of international and regional experience in corporate governance, finance, internal audit and risk management. He is the Director, Regional Internal Audit for a US multinational company listed in the New York Stock Exchange and previously led the global internal audit for an international company listed in the Singapore Stock Exchange. Mr Seah is also a member of Singapore Institute of Directors, Institute of Internal Auditors (USA) and CPA (Australia), a Certified Internal Auditor, Certified Practising Accountant (Australia) and holds a Certification in Risk Management Assurance (USA).
Mr James Ng, Vice Chairman
Mr James Ng began volunteering with APSN in 2014. He currently serves as the Vice-Chairman of the Board for APSN Ltd, as well as the Chairman of the Nominating Committee.
Mr Ng has more than 25 years of experience in key management roles, ranging from marketing and communications, corporate development and strategic planning, merger and acquisition, business development and sales, sales operations as well as strategic accounts management, focused primarily in the enterprise business segment.
Prior to joining APSN, Mr Ng has held positions in Economic Development Board (EDB), NCS, ASE Investments, ST Engineering, as well as running a software start-up. He also has substantial overseas experience, having worked in USA and China while he was with EDB and NCS respectively.
Ms Cheong Lai Chun, Treasurer
Ms Cheong Lai Chun started volunteering with APSN in late 2021. She currently serves as a Board of Director of APSN Ltd, as well as the Chairman of the Finance Committee.
Ms Cheong, has over 30 years in key management roles in various accounting functions including Corporate Accounting, Global Operations Finance and International Taxation in a multinational company.
Mr Lakshmi Narayanan Balasubramanian, Director
Mr Lakshmi Narayanan Balasubramanian currently serves as a Board Director for APSN Ltd, as well as the Chairman for the Human Capital Committee.
A social worker by qualification with specialisation in human resource management, he has over 20 years of experience as a HR practitioner in the Asia Pacific and Middle East region. Other than his corporate HR experience in telecom and consumer goods industries, he has been an active volunteer supporting children and environmental causes.
Mr Julian Chan, Director
Mr Julian Chan started volunteering at APSN in 2019 as a member of what was then the Infocomm Committee. He currently serves as a Board Director of APSN Ltd, as well as chairs the Digital and Technology Committee.
Mr Chan has over 25 years of experience in the technology sector, spending the majority in regional and IT leadership roles with global tech companies. He is passionate about improving the lives of people with special needs through the use of technology.
Mr Kyaw Zin Htet, Director
Having volunteered with APSN in his undergraduate days, Mr Kyaw Zin Htet continued serving as a Company Secretary of APSN Ltd from 2020 to 2022. He currently serves as a Board Director for APSN Ltd.
Mr Kyaw has over ten years of legal experience with in-depth expertise in data protection and legal compliance, amongst other areas. He is a Senior Legal Counsel, and the Data Privacy Manager for Asia Pacific, Middle East, Indian Subcontinent and Africa at a Fortune 100 company. Mr Kyaw is a Fellow of Information Privacy, and is admitted to practice law as an Advocate and Solicitor (Singapore) and as a Solicitor (England & Wales).
Ms Loh Lee Kim, Director
Ms Loh Lee Kim has been volunteering with APSN since 2019 and currently serves as a Board Director for APSN Ltd, a member of the Nominating Committee, as well as the Vice Chairman of the Audit & Risk Committee.
Equipped with a bachelor’s degree in Accountancy as well as a master’s degree in Business Administration majoring in strategic management, she has served APSN as a member of the Audit and Risk committee and has also contributed to the strategic review taskforce in 2020. Lee Kim is a people-oriented person who has a keen interest in helping others. She has been volunteering in various capacities for the past 20 years.
Ms Charlotte Sim, Director
Ms Charlotte Sim started volunteering with APSN in 2019. She currently serves as a Board Director of APSN Ltd, as well as the Chairman of the Fundraising, Partnerships and Communications Committee.
Ms Sim has over 18 years of marketing and communications experience in IT multinational companies across Asia Pacific and Japan region. She is currently a Marketing Director of a leading cybersecurity solutions multinational company.
Dr Wei Ker-Chiah, Director
Dr Wei Ker-Chiah currently serves as a Board Director for APSN Ltd. Dr Wei started volunteering at APSN in 2017, as a member of the then Allied Health Advisory Panel. He also served as a member of the Programmes and Services Committee in 2022.
Dr Wei obtained his Bachelor of Medicine and Bachelor of Surgery (MBBS) from the National University of Singapore in 1998 and subsequently pursued specialisation in psychiatry, earning his Master of Medicine (Psychiatry) from the same institution in 2006. His sub-specialty interest is in the area of intellectual and developmental disabilities, and he is presently Senior Consultant and Head of the Adult Neurodevelopmental Service at the Institute of Mental Health, Singapore.
Mr Tan Kwang Cheak, Director
Mr Tan Kwang Cheak currently serves as a Board Director of APSN Ltd, as well as a member of the Human Capital Committee. Mr Tan is also the CEO-designate for the Singapore Cancer Society from 7 Oct 2024 onwards and will take on the CEO role from 17 Feb 2025. He has spent over two and a half decades in the public, private and non-profit sectors in Singapore. He first spent more than ten years in the Singapore Administrative Service, serving in various leadership appointments in the Ministry of Education, Ministry of Defence, Ministry of Manpower and JTC Corporation. He was subsequently the Senior Director for Operations, Business Planning and Human Resources in McDonald’s Singapore, Director for Human Resources and Talent Development in MOH Holdings Pte Ltd, as well as, the Chief Human Resources Officer in NTUC Fairprice Cooperative Ltd.
Mr Tan was previously the Chief Executive Officer for the Agency for Integrated Care under the Singapore Ministry of Health. He has also served on various national and Ministry level committees and councils. He is also a certified Institute of HR Professionals (IHRP) Master Professional, the pinnacle recognition for top HR leaders in Singapore.
